Jason Marshall is an energy and regulatory attorney with more than 20 years of experience advising on complex legal, policy, and infrastructure matters. His practice builds on a career of senior leadership in state government and regional energy, where he has helped shape transmission policy, market design, and multistate strategy. Jason previously served as Deputy Secretary and Special Counsel at the Massachusetts Executive Office of Energy & Environmental Affairs, where he led the Commonwealth’s federal and regional energy strategy and initiatives. This included advocacy before the Federal Energy Regulatory Commission (FERC), ISO New England, and the U.S. Department of Energy.  Jason led the formation of a first-in-the-nation, bipartisan coalition of ten Northeast states to explore interregional transmission development and cost funding structures. He served as the Governor’s appointee to the Board of Directors of the New England States Committee on Electricity (NESCOE), a multi-state regional organization representing the collective position of New England’s Governors.

For over a decade, Jason held a series of increasingly senior roles at NESCOE prior to his appointment as Deputy Secretary—first as Senior Counsel, then General Counsel, and ultimately Deputy Executive Director. Across these positions, he led legal strategy in proceedings before FERC and the U.S. Court of Appeals for the D.C. Circuit, managed regulatory filings, and played a central role in shaping regional transmission and market policy on behalf of New England’s Governors. Earlier in his career, Jason served as Counsel in the Division of Regional & Federal Affairs at the Massachusetts Department of Public Utilities, representing the agency before ISO New England and FERC on matters including transmission planning, cost allocation, and wholesale electricity markets. His long-standing involvement with the Energy Bar Association includes serving as President of the Northeast Chapter, where he was honored with the 2022 Jason F. Leif Award for exemplary service.

Jason’s practice draws from additional state and municipal positions. These include serving as Law Clerk to the Chief Justice of the Massachusetts Appeal Court, Legal Counsel to a Massachusetts State Senator, Member of the Cambridge Water Board, and Associate Member of the Cambridge Board of Zoning Appeal.
